Once in Maşukiye, follow the signs to the waterfall. Alternatively, you can take a bus from Istanbul to İzmit and then a local minibus (dolmuş) to Maşukiye. From the Maşukiye town center, you can easily walk to the waterfall or take a short taxi ride.
