From St. Petersburg, take a suburban train (elektrichka) from Vitebsky Railway Station to Pavlovsk station. From the station, you can walk to the park entrance (approximately 15-20 minutes). Alternatively, you can take bus numbers 370, 372, 375, 379, 383, 385, 395, 479, 513, 521, 545A to stops near the park entrance.
