Transportation
The Citadel is located within the Old Town of Budva, which is pedestrianized. The best way to reach it is on foot. From the main bus station, it's approximately a 15-20 minute walk. Follow the signs towards the Old Town. Taxis are also readily available to take you to the edge of the Old Town.
